SUCCESS THROUGH COOPERATION

In late January of this year seven New Hampshire clubs held their annual summit meeting to discuss changes to the SASS rules made at the Las Vegas Convention. Additional topics included updates from each club, encouraging clubs to offer all SASS shooting categories at their events, scheduling of shoot dates to prevent conflicts, the need for ROI and ROII courses and how to better promote the sport of Cowboy Action Shooting in New England. The last topic generated a great deal of discussion. To date, only three of the six New England States were participating in the SASS State Championship program. Maine, New Hampshire and Massachusetts all had matches in place so the discussion turned to how could we help to get the remaining three states of Connecticut, Rhode Island and Vermont involved. We decided to request a meeting of all 22 New England CAS Clubs. We contacted Barrister Bill of the Nashoba Valley Regulators in Harvard Massachusetts and asked that since his club was centrally located in New England, would they be interested in hosting a New England CAS Summit Meeting to discuss items of interest to Cowboy Action Shooters? They were very excited about the concept and agreed to host the event. An agenda of discussion items was drawn up and clubs were invited to participate.

On March 19, 2005; 36 representatives from 17 CAS clubs throughout New England met at the home of the Nashoba Valley Regulators in Harvard, MA. Agenda of topics for discussion included the possibility of having a single New England Championship shoot to crown the winners from all six states or having host clubs invite neighboring states to participate in multi-state championship events. What resulted was somewhat of a compromise that would allow us to ultimately achieve both goals. Maine, New Hampshire and Massachusetts would continue to run their established state championships but invite neighboring states to participate in a combined format and we would try to make it happen this year! In addition to the multi-state championship format we also agreed to pursue a New England Championship event in 2006 and work out the details during the remainder of the year by having meetings of the Territorial Governors during each of the state events much like the format used by SASS at the regional and above matches.

The result has been nothing short of phenomenal. In July, the Pemi Valley Peacemakers hosted a combined New Hampshire and Vermont "twin" States Championship crowning the top male and female from both states. Later that same month, the Nashoba Valley Regulators hosted the Massachusetts, Connecticut and Rhode Island "combined" State Championship. In September the Hurricane Valley Rangers hosted the SASS Maine State Championship and for the first time all six New England states have crowned their top male and female champions! Next year promises to be even better as we finalize details to hold a major New England Championship event with participation of clubs from throughout New England region.

None of this would have been possible without the willingness of individual clubs to work together towards a common goal and further promote a common interest. Thanks to everyone that played a role in our success!

Territorial Governor's Meeting at SASS MA/CT/RI State Championships "Thunder in the Valley":
Seven New England TG's met with 'Tex', SASS #4 on Friday evening during "Thunder in the Valley". Some reminders from 'Tex':  1) there are no Men's categories  2) they are categories, not classes  3) it is Cowboy Action Shooting, not Cowboy Shooting  4) the shooter's age as of the first day of the main match at a shoot is what is used in age-determined categories. Tex reminded everyone that in the event of a live round remaining in a re-holstered revolver (not under the hammer, not declared) it is just a miss and not a minor safety penalty. The TG's felt that all SASS categories should be honored if there are one or more entries in that category. Some discretion to be used by match director's on awards in that case. Should revolving carbines, etc. be allowed for main match rifles? Feedback included that it was a bad idea due to the time needed to reload in the middle of the stage and also the danger in having the forward hand in front of the cylinder in case another round went off. When should the SASS Rules take effect now that EOT has moved to June? Should it be January 1st, Winter Range (March) or End of Trail (June)? Is there a problem with the USFA Competition Pistol due to the long leads on the lockup? Should the six foot rule apply (if it looks okay at a distance of six feet, then it is okay)? Tex reminded the group that it is the job of the Territorial Governor's to maintain the integrity of the game. Black powder and subsitutes: reminder that duplex loads are illegal and that BP shooters are calling for some minimum standard like 1.0 cc of powder.

SASS Headquarters has approved the request to sanction the 2005 SASS Vermont State Championships to be run in conjunction with the 2005 SASS New Hampshire State Championships at Pemi Gulch, Holderness, NH on July 8-10, 2005.

 

2004 Territorial Governor Summit Agenda Items, (his vote)
and (the final SASS vote)

1. Change the SASS rule on the calibration of knockdown targets. The Rule currently reads: To the extent possible, reactive targets are set to fall when squarely hit with a standard .38 Special 158 gr. factory load. Should this be changed to change the calibration to a fall when squarely hit with a standard 32 H&R Magnum 90 gr. factory load OR should there be no suggested calibration and it be left up to the Match Director to live or die with?
YES - Knockdowns should be calibrated to include any legal SASS caliber.
FAILED

2. Strengthen the wording, in the “Outlawed” section of the SASS Shooters Handbook on page 49, on outlawed shoes to include all types of athletic shoes, or combat boots no matter the material they are constructed and/or outlaw deep lug soles that are visible from the side view of the shoe or boot.
YES - Outlaw boots/shoes with lugs visible from side of shoe.
PASSED, but the portion about "and/or outlaw deep lug soles that are visible from the side view of the shoe or boot" was eliminated.

3. Eliminate the purchases of score enhancing items such as a “Free Miss”, Dag-nabitt,Bonus, Re-shoot, Do-over in all SASS Sanctioned State, Regional, National or World Championships. The use of such items has been abused at some matches.
NO - SASS should issue acceptable guidelines for use.
PASSED

4. Change the Classic Cowboy Category to require the wearing of spurs with western rawls and chaps or chinks. Some shooters in this category are in favor of this change but it will reduce the size of a growing category. This change will eliminate the Classic Banker, the Classic Train Conductor and so on.
NO - Will reduce a popular class.
PASSED (sort of) - The portion about requiring spurs with western rawls and chaps or chinks failed, but the total number of items required was raised to five from three, plus sleeve garters, knives, botas, leggings, and braces were added to the options. In addition "ties and scarfs" was changed to "ties or scarfs".

5. Allow the use of a Colt Lighting or clone in the Classic Cowboy Category.
NO - Current rules require 1873 or older design.
FAILED

6. When a shooter cocks a firearm at the incorrect time or place and is unable or it is unsafe to engage the proper target, the shooter has to “dump” the round safely down range. The current rule would be to give the shooter a procedure and a miss. Since the Territorial Governors have allowed a shooter to correct a staging mistake under time without penalty should we eliminate the “Double Jeopardy” for this situation by allowing the shooter to correct their error under time? That is to make the firearm safe and reload at the proper position or time. (The RO Committee will make a recommendation as how to resolve the “Double Jeopardy.”)
YES - Shooter should be able to correct "on the clock".
PASSED - The RO Committee recommended that the shooter should be given the option to reload a round fired from an incorrect position in order to avoid the double jeopardy penalty. A Procedure Penalty would be in order but reloading a round from the correct position would potentially eliminate the miss if the correct target is hit.

7. Revisit the Henry Big Boy. Should it be legal?
NO - New firearms should meet existing rules.
PASSED

8. Revisit the US Firearms Omni Potent. Should it be legal?
NO - New firearms should meet existing rules.
PASSED

9. Should the Fenris Wolf Arms Single Shot Rifle be legal for SASS Long range Rifle Matches? It is a Browning High Wall Design.
YES - If it is a true replica of High Wall
PASSED

10. Should the Dunn Lyon Single Shot Rifle be legal for SASS Long range Rifle Matches? It is a Sharps action design.
YES - If it is a true replica of Sharps.
TABLED

11. Break Junior Category into two groups. Little Buckaroos ages 10-12 and Juniors ages 13 –16.
YES - Promote shooting opportunities to youngsters.
PASSED - It was rewritten to "Buckaroos" 13 and under and "Young Guns" 14 through 16.

12. If the Junior category is divided into two different categories should the use of Standard Velocity .22 LR rimfire pistols and rifles and the use of 410 shotguns be approved for use in the Buckaroo Category ONLY.
YES - Small calibers/gauges for use by Little Buckaroos is a plus.
PASSED

Other items from the 2004 TG Summit:

DQ FORWARD
The SASS DQ Forward policy (initiated for 2004), for state level and above shoots, has been made "Optional" and is no longer a requirement. SASS will have the policy in effect for EOT and all events held at Founders Ranch.

POT SHOOTS OUTLAWED
Pot shoots (used at many shoots) have been outlawed for state level and above shoots. A pot shoot is any competition where the winner is paid in money or prize other than the typical plaque, trophy or buckle type of award. This would include side matches and all match related events. It is okay to have a random drawing with competitors, but no winner type of award.

"B" WESTERN CATEGORY
This, non official Category, will be offered at the 2005 End Of Trail.

BLACK POWDER ONLY MATCHES
SASS is encouraging black powder only matches. Mule Camp will be have a Black Powder only match on side match day, with five stages. Generally, all regular categories, would be used except they would all be using black powder. They would be scored separate from the regular match, be ranked by category only (no overall winner), but would not be eligible for main match awards.
